Make NOTIFY_PAYLOAD_MAX_LENGTH depend explicitly on BLCKSZ and

NAMEDATALEN, so this code doesn't go nuts with smaller than default
BLCKSZ or larger than default NAMEDATALEN.  The standard value is
still exactly 8000.
