Remove some more dead code in pg_dump.

Coverity complained that parts of dumpFunc() and buildACLCommands()
were now unreachable, as indeed they are.  Remove 'em.

In passing, make dumpFunc's handling of protrftypes less gratuitously
different from other fields.
