These two functions react when the FORMAT_ENGINE format is given, and
use the passed ENGINE |e| and the passed key argument to form a URI
suitable for the engine: loader.

Move the libcrypto serialisation functionality into a place where it can
be provided at some point. The serialisation still remains native in the
default provider.
Add additional code to the list command to display what kind of serialisation
each entry is capable of.
Having the FIPS provider auto load the base provider is a future
(but necessary) enhancement.

Add a -provider option to allow providers to be loaded. This option can be
specified multiple times.
Add a -provider_path option to allow the path to providers to be specified.

With the introduction of provider command line options which are applicable to
almost all of the command line tools, it seemed reasonable to make them all
generated. This simplifes the .gitignore and avoids having to keep two lists
in sync.
