211c47ca1b Add KMAC support to KBKDF.
Now that ACVP test vectors exist, support has been added for this mode.
See https://nvlpubs.nist.gov/nistpubs/SpecialPublications/NIST.SP.800-108r1.pdf

Note that the test vectors used fairly large values for the input key
and the context, so the contraints for these has been increased from
256 to 512 bytes.

6c73ca4a2f signature: Clamp PSS salt len to MD len
FIPS 186-4 section 5 "The RSA Digital Signature Algorithm", subsection
5.5 "PKCS #1" says: "For RSASSA-PSS […] the length (in bytes) of the
salt (sLen) shall satisfy 0 <= sLen <= hLen, where hLen is the length of
the hash function output block (in bytes)."

Introduce a new option RSA_PSS_SALTLEN_AUTO_DIGEST_MAX and make it the
default. The new value will behave like RSA_PSS_SALTLEN_AUTO, but will
not use more than the digest length when signing, so that FIPS 186-4 is
not violated. This value has two advantages when compared with
RSA_PSS_SALTLEN_DIGEST: (1) It will continue to do auto-detection when
verifying signatures for maximum compatibility, where
RSA_PSS_SALTLEN_DIGEST would fail for other digest sizes. (2) It will
work for combinations where the maximum salt length is smaller than the
digest size, which typically happens with large digest sizes (e.g.,
SHA-512) and small RSA keys.

J.-S. Coron shows in "Optimal Security Proofs for PSS and Other
Signature Schemes. Advances in Cryptology – Eurocrypt 2002, volume 2332
of Lecture Notes in Computer Science, pp. 272 – 287. Springer Verlag,
2002." that longer salts than the output size of modern hash functions
do not increase security: "For example,for an application in which at
most one billion signatures will be generated, k0 = 30 bits of random
salt are actually sufficient to guarantee the same level of security as
RSA, and taking a larger salt does not increase the security level."

f3090fc710 Implement deterministic ECDSA sign (RFC6979)
This PR is based off the contributions in PR #9223 by Jemmy1228.

It has been modified and reworked to:
(1) Work with providers
(2) Support ECDSA and DSA
(3) Add a KDF HMAC_DRBG implementation that shares code with the RAND HMAC_DRBG.

A nonce_type is passed around inside the Signing API's, in order to support any
future deterministic algorithms.

a16e86683e Honor OSSL_PKEY_PARAM_EC_POINT_CONVERSION_FORMAT as set and default to UNCOMPRESSED
Originally the code to im/export the EC pubkey was meant to be consumed
only by the im/export functions when crossing the provider boundary.
Having our providers exporting to a COMPRESSED format octet string made
sense to avoid memory waste, as it wasn't exposed outside the provider
API, and providers had all tools available to convert across the three
formats.

Later on, with #13139 deprecating the `EC_KEY_*` functions, more state
was added among the params imported/exported on an EC provider-native
key (including `OSSL_PKEY_PARAM_EC_POINT_CONVERSION_FORMAT`, although it
did not affect the format used to export `OSSL_PKEY_PARAM_PUB_KEY`).

Finally, in #14800, `EVP_PKEY_todata()` was introduced and prominently
exposed directly to users outside the provider API, and the choice of
COMPRESSED over UNCOMPRESSED as the default became less sensible in
light of usability, given the latter is more often needed by
applications and protocols.

This commit fixes it, by using `EC_KEY_get_conv_form()` to get the
point format from the internal state (an `EC_KEY` under the hood) of the
provider-side object, and using it on
`EVP_PKEY_export()`/`EVP_PKEY_todata()` to format
`OSSL_PKEY_PARAM_PUB_KEY`.
The default for an `EC_KEY` was already UNCOMPRESSED, and it is altered
if the user sets `OSSL_PKEY_PARAM_EC_POINT_CONVERSION_FORMAT` via
`EVP_PKEY_fromdata()`, `EVP_PKEY_set_params()`, or one of the
more specialized methods.

For symmetry, this commit also alters `ec_pkey_export_to()` in
`crypto/ec/ec_ameth.c`, part of the `EVP_PKEY_ASN1_METHOD` for legacy EC
keys: it exclusively used COMPRESSED format, and now it honors the
conversion format specified in the EC_KEY object being exported to a
provider when this function is called.

Expand documentation about `OSSL_PKEY_PARAM_PUB_KEY` and mention the
3.1 change in behavior for our providers.

78c44b0594 Add HPKE DHKEM provider support for EC, X25519 and X448.
The code is derived from @sftcd's work in PR #17172.
This PR puts the DHKEM algorithms into the provider layer as
KEM algorithms for EC and ECX.

This PR only implements the DHKEM component of HPKE as specified in
RFC 9180.

crypto/hpke/hpke_util.c has been added for fuctions that will
be shared between DHKEM and HPKE.

API's for EVP_PKEY_auth_encapsulate_init() and EVP_PKEY_auth_decapsulate_init()
have been added to support authenticated encapsulation. auth_init() functions
were chosen rather that a EVP_PKEY_KEM_set_auth() interface to support
future algorithms that could possibly need different init functions.

Internal code has been refactored, so that it can be shared between the DHKEM
and other systems. Since DHKEM operates on low level keys it needs to be
able to do low level ECDH and ECXDH calls without converting the keys
back into EVP_PKEY/EVP_PKEY_CTX form. See ossl_ecx_compute_key(),
ossl_ec_public_from_private()

DHKEM requires API's to derive a key using a seed (IKM). This did not sit
well inside the DHKEM itself as dispatch functions. This functionality
fits better inside the EC and ECX keymanagers keygen, since
they are just variations of keygen where the private key is generated
in a different manner. This should mainly be used for testing purposes.
See ossl_ec_generate_key_dhkem().
It supports this by allowing a settable param to be passed to keygen
(See OSSL_PKEY_PARAM_DHKEM_IKM).
The keygen calls code within ec and ecx dhkem implementation to handle this.
See ossl_ecx_dhkem_derive_private() and ossl_ec_dhkem_derive_private().
These 2 functions are also used by the EC/ECX DHKEM implementations to generate
the sender ephemeral keys.

b7cf9dd239 SHAKE documentation updates for default output length.
Fixes #18586

In order to not break existing applications the OpenSSL documentation
related to SHAKE has been updated.

Background:

All digests algorithms (including XOF's) use the bitlen as the default output length.
This results in a security strength of bitlen / 2.

This means that SHAKE128 will by default have an output length of 16
bytes and a security strength of 64 bits.

For SHAKE256 the default output length is 32 bytes and has a security
strength of 128 bits.

This behaviour was present in 1.1.1 and has been duplicated in the
provider SHAKE algorithms for 3.0.

The SHAKE XOF algorithms have a security strength of
min(bitlen, output xof length in bits / 2).

360f6dcc5a Add basic RISC-V cpuid and OPENSSL_riscvcap
RISC-V cpuid implementation allows bitmanip extensions Zb[abcs] to
be enabled at runtime using OPENSSL_riscvcap environment variable.

For example, to specify 64-bit RISC-V with the G,C,Zba,Zbb,Zbc
extensions, one could write: OPENSSL_riscvcap="rv64gc_zba_zbb_zbc"

Architecture string parsing is still very primitive, but can be
expanded in the future. Currently, only bitmanip extensions Zba, Zbb,
Zbc and Zbs are supported.

Includes implementation of constant-time CRYPTO_memcmp in riscv64 asm,
as well as OPENSSL_cleanse. Assembly implementations are written using
perlasm.

839ffdd11c EVP: Allow a fallback for operations that work with an EVP_PKEY
Functions like EVP_PKEY_sign_init() do an implicit fetch of the
operation implementation (EVP_SIGNATURE in this case), then get the
KEYMGMT from the same provider, and tries to export the key there if
necessary.

If an export of the key isn't possible (because the provider that
holds the key is an HSM and therefore can't export), we would simply
fail without looking any further.

This change modifies the behaviour a bit by trying a second fetch of
the operation implementation, but specifically from the provider of
the EVP_PKEY that's being used.  This is done with the same properties
that were used with the initial operation implementation fetch, and
should therefore be safe, allowing only what those properties allow.

d4dfd983e3 test-rand: return failure on not enough data, allow parent
The test-rand RNG was returning success when it had some but insufficient data.
Now, it returns failure and doesn't advance the data pointer.

The test-rand RNG was failing when a parent was specified.  This case is now
ignored.

9b6d17e423 Add a warning about locking in the child provider callback docs

Neither OBJ_create() nor OBJ_add_sigid() use locks.  They are not thread safe.
They can and will cause the other OBJ_ query functions to fail in mysterious
ways if called concurrently with them.

There is no problem calling multiple query functions concurrently.

3b1978e486 Change self test for AES_CGM to perform both an encrypt and decrypt.
This is a request from the lab that changes the AES_GCM test back to perform both a encrypt and
decrypt. (This makes no logical sense since this is not an inverse cipher).
I have left the AES_ECB decrypt test in (although it may not be needed)
since it is actually testing the inverse cipher case.

6a2b8ff392 Decoding PKCS#8: separate decoding of encrypted and unencrypted PKCS#8
This has us switch from the 'structure' "pkcs8" to "PrivateKeyInfo",
which is sensible considering we already have "SubjectPublicKeyInfo".
We also add "EncryptedPrivateKeyInfo", and use it for a special decoder
that detects and decrypts an EncryptedPrivateKeyInfo structured DER
blob into a PrivateKeyInfo structured DER blob and passes that on to
the next decoder implementation.

The result of this change is that PKCS#8 decryption should only happen
once per decoding instead of once for every expected key type.
Furthermore, this new decoder implementation sets the data type to the
OID of the algorithmIdentifier field, thus reducing how many decoder
implementations are tentativaly run further down the call chain.

e982e04f5d ENCODER: use property definitions instead of getting implementation parameters
The OSSL_ENCODER library used to ask each encoder implementation for
certain data in form of parameters to place them correctly in the
encoder chain, if at all.  These parameters were duplicates of
properties of those same implementations, and therefore unnecessarily
redundant.

Now that we have functionality to query property definition values,
those duplicates are no longer needed, and are therefore not looked at
any more.

9379bf943a DECODER: use property definitions instead of getting implementation parameters
The OSSL_DECODER library used to ask each decoder implementation for
certain data in form of parameters to place them correctly in the
decoder chain, if at all.  These parameters were duplicates of
properties of those same implementations, and therefore unnecessarily
redundant.

Now that we have functionality to query property definition values,
those duplicates are no longer needed, and are therefore not looked at
any more.

This adds the "global" error reason ERR_R_INVALID_PROPERTY_DEFINITION,
which can be re-used elsewhere.

For functions that exist in 1.1.1 provide a simple aliases via #define.

Fixes #15236

Functions with OSSL_DECODER_, OSSL_ENCODER_, OSSL_STORE_LOADER_,
EVP_KEYEXCH_, EVP_KEM_, EVP_ASYM_CIPHER_, EVP_SIGNATURE_,

3bcc933ec4 Teach EVP_PKEYs to say whether they were decoded from explicit params
Currently we explicitly downgrade an EVP_PKEY to an EC_KEY and ask
the EC_KEY directly whether it was decoded from explicit parameters or not.
Instead we teach EVP_PKEYs to respond to a new parameter for this purpose.

97aede6846 EVP_CIPHER Documentation updates
EVP_EncryptInit.pod now follows the pattern used in EVP_DigestInit.pod.
i.e.
'=item' is used for methods
PARAMETERS and CONTROLS sections have been added.

The PARAMETERS list has been moved from provider-cipher.pod (this file just
has a link now).
Missing fields were updated.

The CONTROLS shows the mappings to OSSL_PARAM keys.

d2f82495a2 Cleanup the missing*.txt files
One macro existed that was added since 1.1.1 and was undocumented. This
had been added to missingmacro.txt. This is the wrong approach and so
has been removed from there.

There were some entries in missingcrypto.txt that don't exist as functions
at all. There were also some which were in fact documented.

Additionally 2 entries from missingcrypto.txt have been moved to
missingmacro.txt. These entries existed in 1.1.1 and were undocumented. In
master they have been deprecated and compatibility macros for them
implemented. The replacement functions have been documented.

An entry in missingcrypto111.txt was not in alphabetical order (and was
also) duplicated, but the equivalent entry in missingcrypto.txt was in the
correct place. This has been corrected to make comparisons between the files
easier.

Finally a function has been added to missingcrypto111.txt. This function
did exist in 1.1.1 and was undocumented. Its unclear why this wasn't in
missingcrypto111.txt to start with.

b98f752ec3 Export/import flags for FFC params changed to seperate fields.
An extra field got added to the ffc flags related to FIPS-186-2 key validation, but this field was
not handled by the export/import since the flags were done as string combinations.
To keep this consistent with other object flags they are now passed as seperate OSSL_PARAM fields.

Fixes 'no-cached-fetch' build which uses export/import.
