9311d0c471 Convert all {NAME}err() in crypto/ to their corresponding ERR_raise() call
This includes error reporting for libcrypto sub-libraries in surprising
places.

This was done using util/err-to-raise

706457b7bd Reorganize local header files
Apart from public and internal header files, there is a third type called
local header files, which are located next to source files in the source
directory. Currently, they have different suffixes like

  '*_lcl.h', '*_local.h', or '*_int.h'

This commit changes the different suffixes to '*_local.h' uniformly.

19e512a824 Add the content type attribute to additional CMS signerinfo.
Fixes #8923

Found using the openssl cms -resign option.
This uses an alternate path to do the signing which was not adding the required signed attribute
content type. The content type attribute should always exist since it is required is there are
any signed attributes.
As the signing time attribute is always added in code, the content type attribute is also required.
The CMS_si_check_attributes() method adds validity checks for signed and unsigned attributes
e.g. The message digest attribute is a signed attribute that must exist if any signed attributes
exist, it cannot be an unsigned attribute and there must only be one instance containing a single
value.

349807608f Remove /* foo.c */ comments
This was done by the following
        find . -name '*.[ch]' | /tmp/pl
where /tmp/pl is the following three-line script:
        print unless $. == 1 && m@/\* .*\.[ch] \*/@;
        close ARGV if eof; # Close file to reset $.

And then some hand-editing of other files.

e52a3c3d14 Include <openssl/foo.h> instead of "foo.h"
Exported headers shouldn't be included as "foo.h" by code from the same
module, it should only do so for module-internal headers. This is
because the symlinking of exported headers (from include/openssl/foo.h
to crypto/foo/foo.h) is being removed, and the exported headers are
being moved to the include/openssl/ directory instead.
