The client-side cert verification callback function may not only return
as usual for success or 0 for failure, but also -1,
typically on failure verifying the server certificate.
This makes the handshake suspend and return control to the calling application
with SSL_ERROR_WANT_RETRY_VERIFY.
The app can for instance fetch further certificates or cert status information
needed for the verification.
Calling SSL_connect() again resumes the connection attempt
by retrying the server certificate verification step.
This process may even be repeated if need be.
The core implementation of the feature is in ssl/statem/statem_clnt.c,
splitting tls_process_server_certificate() into a preparation step
that just copies the certificates received from the server to s->session->peer_chain
(rather than having them in a local variable at first) and returns to the state machine,
and a post-processing step in tls_post_process_server_certificate() that can be repeated:
Try verifying the current contents of s->session->peer_chain basically as before,
but give the verification callback function the chance to pause connecting and
make the TLS state machine later call tls_post_process_server_certificate() again.
Otherwise processing continues as usual.
The documentation of the new feature is added to SSL_CTX_set_cert_verify_callback.pod
and SSL_want.pod.
This adds two tests:
* A generic test in test/helpers/handshake.c
on the usability of the new server cert verification retry feature.
It is triggered via test/ssl-tests/03-custom_verify.cnf.in (while the bulky auto-
generated changes to test/ssl-tests/03-custom_verify.cnf can be basically ignored).
* A test in test/sslapitest.c that demonstrates the effectiveness of the approach
for augmenting the cert chain provided by the server in between SSL_connect() calls.

This type was previously described in a note, which is hard to find
unless you already know where to look.
This change makes the description more prominent, and allows indexing
by adding it in the NAMES section.
The EVP_PKEY description is altered to conceptually allow an EVP_PKEY
to contain a private key without a corresponding public key. This is
related to an OTC vote:

Many of the new types introduced by OpenSSL 3.0 have an OSSL_ prefix,
e.g., OSSL_CALLBACK, OSSL_PARAM, OSSL_ALGORITHM, OSSL_SERIALIZER.
The OPENSSL_CTX type stands out a little by using a different prefix.
For consistency reasons, this type is renamed to OSSL_LIB_CTX.

It's not the best idea to set a whole bunch of parameters in one call,
that leads to functions that are hard to update. Better to re-model
this into several function made to set one parameter each.
This also renames "finalizer" to "constructor", which was suggested

To be able to implement this, there was a need for the standard
EVP_PKEY_set1_, EVP_PKEY_get0_ and EVP_PKEY_get1_ functions for
ED25519, ED448, X25519 and X448, as well as the corresponding
EVP_PKEY_assign_ macros. There was also a need to extend the list of
hard coded names that EVP_PKEY_is_a() recognise.
Along with this, OSSL_FUNC_keymgmt_load() are implemented for all
those key types.
The deserializers for these key types are all implemented generically,
in providers/implementations/serializers/deserializer_der2key.c.

This adds a method OSSL_DESERIALIZER, a deserializer context and basic
support to use a set of serializers to get a desired type of data, as
well as deserializer chains.
The idea is that the caller can call OSSL_DESERIALIZER_CTX_add_serializer()
to set up the set of desired results, and to add possible chains, call
OSSL_DESERIALIZER_CTX_add_extra(). All these deserializers are pushed
on an internal stack.
The actual deserialization is then performed using functions like
OSSL_DESERIALIZER_from_bio(). When performing deserialization, the
inernal stack is walked backwards, keeping track of the deserialized
data and its type along the way, until the data kan be processed into
the desired type of data.

- In order to not add many X509_XXXX_with_libctx() functions the libctx and propq may be stored in the X509 object via a call to X509_new_with_libctx().
- Loading via PEM_read_bio_X509() or d2i_X509() should pass in a created cert using X509_new_with_libctx().
- Renamed some XXXX_ex() to XXX_with_libctx() for X509 API's.
- Removed the extra parameters in check_purpose..
- X509_digest() has been modified so that it expects a const EVP_MD object() and then internally it does the fetch when it needs to (via ASN1_item_digest_with_libctx()).
- Added API's that set the libctx when they load such as X509_STORE_new_with_libctx() so that the cert chains can be verified.

The new client has become an independent libcrpyto module in crypto/http/ and
* can handle any types of requests and responses (ASN.1-encoded and plain)
* does not include potentially busy loops when waiting for responses but
* makes use of a new timeout mechanism integrated with socket-based BIO
* supports the use of HTTP proxies and TLS, including HTTPS over proxies
* supports HTTP redirection via codes 301 and 302 for GET requests
* returns more useful diagnostics in various error situations
Also adapts - and strongly simplifies - hitherto uses of HTTP in crypto/ocsp/,
crypto/x509/x_all.c, apps/lib/apps.c, and apps/{ocsp,s_client,s_server}.c

Typedefs of CRYPTO malloc, realloc and free.
MEM_CHECK "modes" are used only as a CRYPTO_mem_ctrl() parameter
The CRYPTO_mem_ctrl is defined only if OPENSSL_NO_CRYPTO_MDEBUG is
defined, thus define the MEM_CHECK modes under the same condition.
Maybe the macros can be removed at all since:
1. CRYPTO_mem_ctrl() just returns -1 and ignores the parameter
2. CRYPTO_mem_ctr() is declared as DEPRECATED by 3.0

The following public functions is added:

- OSSL_SERIALIZER_CTX_set_cipher()
- OSSL_SERIALIZER_CTX_set_passphrase()
- OSSL_SERIALIZER_CTX_set_passphrase_cb()
- OSSL_SERIALIZER_CTX_set_passphrase_ui()
OSSL_SERIALIZER_CTX_new_by_EVP_PKEY() selects a suitable serializer
for the given EVP_PKEY, and sets up the OSSL_SERIALIZER_CTX to
function together with OSSL_SERIALIZER_to_bio() and
OSSL_SERIALIZER_to_fp().
OSSL_SERIALIZER_CTX_set_cipher() indicates what cipher should be used
to produce an encrypted serialization of the EVP_PKEY. This is passed
directly to the provider using OSSL_SERIALIZER_CTX_set_params().
OSSL_SERIALIZER_CTX_set_passphrase() can be used to set a pass phrase
to be used for the encryption. This is passed directly to the
provider using OSSL_SERIALIZER_CTX_set_params().
OSSL_SERIALIZER_CTX_set_passphrase_cb() and
OSSL_SERIALIZER_CTX_set_passphrase_ui() sets up a callback to be used
to prompt for a passphrase. This is stored in the context, and is
called via an internal intermediary at the time of serialization.

Serialization is needed to be able to take a provider object (such as
the provider side key data) and output it in PEM form, DER form, text
form (for display), and possibly other future forms (XML? JSON? JWK?)
The idea is that a serializer should be able to handle objects it has
intimate knowledge of, as well as object data in OSSL_PARAM form. The
latter will allow libcrypto to serialize some object with a different
provider than the one holding the data, if exporting of that data is
allowed and there is a serializer that can handle it.
We will provide serializers for the types of objects we know about,
which should be useful together with any other provider that provides
implementations of the same type of object.
Serializers are selected by method name and a couple of additional
properties:
- format used to tell what format the output should be in.
Possibilities could include "format=text",
"format=pem", "format=der", "format=pem-pkcs1"
(traditional), "format=der-pkcs1" (traditional)
- type used to tell exactly what type of data should be
output, for example "type=public" (the public part of
a key), "type=private" (the private part of a key),
"type=domainparams" (domain parameters).
This also adds a passphrase callback function type,
OSSL_PASSPHRASE_CALLBACK, which is a bit like OSSL_CALLBACK, but it
takes a few extra arguments to place the result in.
