- compute the algorithm id at the time it is requested so it
reflects the actual parameters set
- when generating keys do not override previously set parameters

In the interest of finding out what went wrong with a test by looking
at its output, tconversion.pl is modified to take arguments in option
form, and gets an additional -prefix option that callers can use to
ensure output files are uniquely named.
Test recipes are modified to use these new options.

Some sub-systems and openssl sub-commands do not yet deal cleanly with
purely provider-native EVP_PKEYs. We compensate that by "downgrading"
keys in select places, or ensure that the 'file:' scheme ENGINE loader
is activated.

Add testing for the `req` app and explicit conversion tests similar to
what is done for ECDSA keys.
The included test keys for Ed25519 are from the examples in RFC 8410
(Sec. 10)
The key for Ed448 is derived from the first of the test vectors in
RFC 8032 (Sec. 7.4) using OpenSSL to encode it into PEM format.

OpenSSL 1.1.1 introduced a new CSPRNG with an improved seeding
mechanism, which makes it dispensable to define a RANDFILE for
saving and restoring randomness. This commit removes the RANDFILE
declarations from our own configuration files and adds documentation
that this option is not needed anymore and retained mainly for
compatibility reasons.

The current EVP_PEKY_ctrl for SM2 has no capability of parsing an ID
input in hexdecimal.
The newly added ctrl string is called: sm2_hex_id

Since one generates files that the other depends on, there's no
real reason to keep them separate. Since they were both different
aspects of 'openssl req', the merge ends up in 25-test_req.t.
This also makes cleanup easier.

To be able to run tests when we've built in a directory other than
the source tree, the testing framework needs a few adjustments.
test/testlib/OpenSSL/Test.pm needs to know where it can find
shlib_wrap.sh, and a number of other tests need to be told a different
place to find engines than what they may be able to figure out on
their own. Relying to $TOP is not enough, $SRCTOP and $BLDTOP can be
used as an alternative.
As part of this change, top_file and top_dir are removed and
srctop_file, bldtop_file, srctop_dir and bldtop_dir take their place.

It became tedious as well as error prone to have all recipes use
Test::More as well as OpenSSL::Test. The easier way is to make
OpenSSL::Test an extension of Test::More, thereby having all version
checks as well as future checks firmly there. Additionally, that
allows us to extend existing Test::More functions if the need would
arise.
