Any pre-release tag that includes '-dev' is development. The ordinals
don't need to be finalized before '-dev' is removed (i.e. a release is
made).

When the source isn't in development any more (the version number
doesn't the tags 'dev' or 'alpha'), we renumber the unassigned symbols
to ensure that we have fixed numbers on all.

Rewrite util/mknum.pl to become cleaner, and to use the separate
generic C header parsing module, as well as the separate ordinals
manipulation module.
