a16f9d3366 Update the tls13encryptiontest for new read record layer
The tls13encryption is an internal test that reaches inside libssl
to test encryption/decryption of records. It needs to be amended for the
new code structure so that it is testing the equivalent things as before.

38b051a1fe SSL object refactoring using SSL_CONNECTION object
Make the SSL object polymorphic based on whether this is
a traditional SSL connection, QUIC connection, or later
to be implemented a QUIC stream.

It requires adding if after every SSL_CONNECTION_FROM_SSL() call
which itself has to be added to almost every public SSL_ API call.

ec27e619e8 Move MAC removal responsibility to the various protocol "enc" functions
For CBC ciphersuites using Mac-then-encrypt we have to be careful about
removing the MAC from the record in constant time. Currently that happens
immediately before MAC verification. Instead we move this responsibility
to the various protocol "enc" functions so that MAC removal is handled at
the same time as padding removal.

706457b7bd Reorganize local header files
Apart from public and internal header files, there is a third type called
local header files, which are located next to source files in the source
directory. Currently, they have different suffixes like

  '*_lcl.h', '*_local.h', or '*_int.h'

This commit changes the different suffixes to '*_local.h' uniformly.

555cbb328e Collapse ssl3_state_st (s3) into ssl_st
With the removal of SSLv2, the s3 structure is always allocated, so
there is little point in having it be an allocated pointer. Collapse
the ssl3_state_st structure into ssl_st and fixup any references.

This should be faster than going through an indirection and due to
fewer allocations, but I'm not seeing any significant performance
improvement; it seems to be within the margin of error in timing.

2935f6241c VMS: turn on name mangling for all our programs
With the change to have separate object files by intent, VMS name
mangling gets done differently. While we previously had that for
libraries only, we must now turn that on generally for our programs,
because some of them depend in internal libraries where mangled names
are all that there is.

Dynamic modules are still built with non-mangled names, which is good
enough to show that it's possible to build with our public libraries
using our public headers.

Added e_os.h into the files that need it now.

ad887416f1 Update the test framework so that the need for test_main is removed. Everything
that needed test_main now works using the same infrastructure as tests that used
register_tests.

This meant:
* renaming register_tests to setup_tests and giving it a success/failure return.
* renaming the init_test function to setup_test_framework.
* renaming the finish_test function to pulldown_test_framework.
* adding a user provided global_init function that runs before the test frame
    work is initialised. It returns a failure indication that stops the stest.
* adding helper functions that permit tests to access their command line args.
* spliting the BIO initialisation and finalisation out from the test setup and
    teardown.
* hiding some of the now test internal functions.
* fix the comments in testutil.h

edd689efbf VMS: Fix internals test programs
The internals test programs access header files that aren't guarded by
the public __DECC_INCLUDE_PROLOGUE.H and __DECC_INCLUDE_EPILOGUE.H files,
and therefore have no idea what the naming convention is. Therefore, we
need to specify that explicitely in the internals test programs, since
they aren't built with the same naming convention as the library they
belong with.

18b3a80a5f Fix crash in tls13_enc
If s->s3->tmp.new_cipher is NULL then a crash can occur. This can happen
if an alert gets sent after version negotiation (i.e. we have selected
TLSv1.3 and ended up in tls13_enc), but before a ciphersuite has been
selected.
