79c8dcf398 Add {lib}_R_{lib}_LIB, for our engines and other "external" modules
Engines lacked the possibility to refer to themselves in this form:

    WHATEVERerr(WHATEVER_F_SOMETHING, WHATEVER_R_WHATEVER_LIB);

This little change makes that possible, and gets used in e_capi.

c361297046 Avoid using ERR_put_error() directly in OpenSSL code
If compiled with 'no-deprecated', ERR_put_error() is undefined.  We
had one spot where we were using it directly, because the file and
line information was passed from elsewhere.

Fortunately, it's possible to use ERR_raise() for that situation, and
call ERR_set_debug() immediately after and thereby override the
information that ERR_raise() stored in the error record.

util/mkerr.pl needed a small adjustment to not generate code that
won't compile in a 'no-deprecated' configuration.

5816586ba4 Put message strings in state files
Add "*" as indicator meaning the function/reason is removed, so put an
empty string in the function/reason string table; this preserves backward
compatibility by keeping the #define's.

In state files, trailing backslash means text is on the next line.

Add copyright to state files

52df25cf2e make error tables const and separate header file
Run perltidy on util/mkerr
Change some mkerr flags, write some doc comments
Make generated tables "const" when genearting lib-internal ones.
Add "state" file for mkerr
Renerate error tables and headers
Rationalize declaration of ERR_load_XXX_strings
Fix out-of-tree build
Add -static; sort flags/vars for options.
Also tweak code output
Moved engines/afalg to engines (from master)
Use -static flag
Standard engine #include's of errors
Don't linewrap err string tables unless necessary

349807608f Remove /* foo.c */ comments
This was done by the following
        find . -name '*.[ch]' | /tmp/pl
where /tmp/pl is the following three-line script:
        print unless $. == 1 && m@/\* .*\.[ch] \*/@;
        close ARGV if eof; # Close file to reset $.

And then some hand-editing of other files.
