There can be errors in the queue from previous tests and
we look at it to verify we do not add spurious errors in
some testcases.

We fix 3 problems with safestack:
- Including an openssl header file without linking against libcrypto
can cause compilation failures (even if the app does not otherwise need
to link against libcrypto). See issue #8102
- Recent changes means that applications in no-deprecated builds will need
to include additional macro calls in the source code for all stacks that
they need to use - which is an API break. This changes avoids that
necessity.
- It is not possible to write code using stacks that works in both a
no-deprecated and a normal build of OpenSSL. See issue #12707.

sslcorrupttest was looking for a "decryption failed or bad record mac"
error in the queue. However if there were multiple errors on the queue
then it would fail to find it. We modify the test to check all errors.

Move some ASN1 struct typedefs to types.h
Update ParseC to handle this. Most of all, ParseC needed to be more
consistent. The handlers are "recursive", in so far that they are called
again and again until they terminate, which depends entirely on what the
"massager" returns. There's a comment at the beginning of ParseC that

PR#6975 added the ability to our test framework to have common options to
all tests. For example providing the option "-test 5" to one of our test
programs will just run test number 5. This can be useful when debugging
tests.
Unforuntately this does not work well for a number of tests. In particular
those tests that call test_get_argument() without first skipping over these
common test options will not get the expected value. Some tests did this
correctly but a large number did not.
A helper function is introduced, test_skip_common_options(), to make this
easier for those tests which do not have their own specialised test option
handling, but yet still need to call test_get_argument(). This function
call is then added to all those tests that need it.

With the current mechanism, old cipher strings that used to work in 1.1.0,
may inadvertently disable all TLSv1.3 ciphersuites causing connections to
fail. This is confusing for users.
In reality TLSv1.3 are quite different to older ciphers. They are much
simpler and there are only a small number of them so, arguably, they don't
need the same level of control that the older ciphers have.
This change splits the configuration of TLSv1.3 ciphers from older ones.
By default the TLSv1.3 ciphers are on, so you cannot inadvertently disable
them through your existing config.

that needed test_main now works using the same infrastructure as tests that used
register_tests.
This meant:
* renaming register_tests to setup_tests and giving it a success/failure return.
* renaming the init_test function to setup_test_framework.
* renaming the finish_test function to pulldown_test_framework.
* adding a user provided global_init function that runs before the test frame
work is initialised. It returns a failure indication that stops the stest.
* adding helper functions that permit tests to access their command line args.
* spliting the BIO initialisation and finalisation out from the test setup and
teardown.
* hiding some of the now test internal functions.
* fix the comments in testutil.h

Certain callback APIs allow the callback to request async processing
by trickling a particular error value up the stack to the application
as an error return from the handshake function. In those cases,
SSL_want() returns a code specific to the type of async processing
needed.
The create_ssl_connection() helper function for the tests is very
helpful for several things, including creating API tests. However,
it does not currently let us test the async processing functionality
of these callback interfaces, because the special SSL error codes
are treated as generic errors and the helper continues to loop until
it reaches its maximum iteration count.
Add a new parameter, 'want', that indicates an expected/desired
special SSL error code, so that the helper will terminate when
either side reports that error, giving control back to the calling
function and allowing the test to proceed.

The test loops through all the ciphers, attempting to test each one in turn.
However version negotiation happens before cipher selection, so with TLSv1.3
switched on if we use a non-TLSv1.3 compatible cipher suite we get "no
share cipher".

This is done by taking one vector, "corrupting" last bit of the
tag value and verifying that decrypt fails.
