If we want to send a CONNECTION_CLOSE frame then one is enough unless we
are scheduled to send another one. Now that we can create more than one

An OpenSSL QUIC client does not send the post_handshake_auth extension.
Therefore if a server sends a post-handsahke CertificateRequest then this
would be treated as a TLS protocol violation with an "unexpected message"
alert code. However RFC 9001 specifically requires us to treat this as
QUIC PROTOCOL_VIOLATION. So we have to translate the "unexpected message"
alert code in this one instance.

Running LSX instructions requires both the hardware support and the
kernel support. The `cpucfg` instruction only tests the hardware
support, causing a SIGILL if the hardware supports LSX but the kernel
does not.
Use `getauxval(AT_HWCAP)` as the ["Software Development and Build
Convention for LoongArch Architectures"][1] manual suggests.
The LOONGARCH_HWCAP_LSX and LOONGARCH_HWCAP_LASX bits are copied from
the manual too. In Glibc 2.38 they'll be provided by <sys/auxv.h> as
well, but they are unavailable in earlier Glibc versions so we cannot
rely on it.
The getauxval syscall and Glibc wrapper are available since day one
(Linux-5.19 and Glibc-2.36) for LoongArch.

The DH_check() function checks numerous aspects of the key or parameters
that have been supplied. Some of those checks use the supplied modulus
value even if it is excessively large.
There is already a maximum DH modulus size (10,000 bits) over which
OpenSSL will not generate or derive keys. DH_check() will however still
perform various tests for validity on such a large modulus. We introduce a
new maximum (32,768) over which DH_check() will just fail.
An application that calls DH_check() and supplies a key or parameters
obtained from an untrusted source could be vulnerable to a Denial of
Service attack.
The function DH_check() is itself called by a number of other OpenSSL
functions. An application calling any of those other functions may
similarly be affected. The other functions affected by this are
DH_check_ex() and EVP_PKEY_param_check().

The most expensive part of using a PKEY decoder is the
OSSL_DECODER_CTX_new_for_pkey() call. This builds up all of the decoder
chains, which is a complex and time consuming operation. However, if no
new providers have been loaded/unloaded since the last time it was called
we can expect the same results for the same parameters. Note that this
operation takes place *before* we event parse the data for decoding so it
is not dependent on the parsed data at all.
We introduce a cache for OSSL_DECODER_CTX objects. If we have been called
with the same parameters then we just duplicate an existing
OSSL_DECODER_CTX. This should be significantly faster than creating a new
one every time.

This is defined in NIST SP 800-208 as the truncation to 192 bits of
SHA256. Unlike other truncated hashes in the SHA2 suite, this variant

When freeing the last reference to an EVP_PKEY there is no point in
taking the lock for the key. It is the last reference and is being freed
so must only be being used by a single thread.
This should not have been the source of any contention so its unclear to
what extent this will improve performance. But we should not be locking
when we don't need to.

We actively use only the latest DCID received. And retire only
DCIDs requested by the peer to be retired.
Also changed the active_conn_id_limit to 2 as the minimum value allowed.

Though the RXFC was designed for stream flow control, its logic
is generic enough to use to control MAX_STREAMS generation.
Control of when _we_ can open streams is already done in a bespoke
fashion and doesn't use a TXFC, however (see
ossl_quic_stream_map_update_state).

We now refactor the interface between ssl_lib.c frontend functions and
the QUIC API Personality Layer so that the respective functions
comprising the interface use SSL object pointers rather than raw
QUIC_CONNECTION pointers. This is in preparation for stream support
since once streams are supported, calls to e.g. ossl_quic_write() may be
made on a QUIC_CONNECTION or a QUIC_XSO (that is, a stream object). Thus
we take a uniform approach across all functions comprising the interface
between the ssl_lib.c frontend and the QUIC API Personality Layer of
using SSL pointers always. This provides a uniform approach and
ensures that any function of the API personality layer can be easily
adapted to support being called on a stream object in the future.

The QUIC_XSO (external stream object) is to a QUIC stream what a
QUIC_CONNECTION is to a QUIC connection. Both are SSL objects. The
QUIC_CONNECTION type is the internal representation of a QUIC connection
SSL object (QCSO) and the QUIC_XSO type is the internal representation
of a QUIC stream SSL object (QSSO) type. The name QUIC_XSO has been
chosen to be distinct from the existing QUIC_STREAM type which is our
existing internal stream type. QUIC_XSO is to a QUIC_STREAM what
QUIC_CONNECTION is to a QUIC_CHANNEL; in other words, QUIC_CONNECTION
and QUIC_XSO objects form part of the API personality layer, whereas
QUIC_CHANNEL and QUIC_STREAM objects form part of the QUIC core and are
distinct from the API personality layer.

Improves consistency with the QUIC rstream implementation - and improves
the abstraction between the TLS implementation and the abstract record
layer. We should not expect that the TLS implementation should be able to
change the underlying buffer. Future record layers may not expect that.

The QUIC TLS layer was taking an internal copy of rstream data while
reading. The QUIC rstream code has recently been extended to enable a
get/release model which avoids the need for this internal copy, so we use
that instead.

We have the existing functions SSL_version(), SSL_get_version() and
SSL_is_dtls(). We extend the first two to return something sensible when
using QUIC. We additionally provide the new functions SSL_is_tls() and
SSL_is_quic() to provide a mechanism to figure out what protocol we are
using.

Discovered during coverage testing.
Remove unneccesary check when using ossl_dh_get0_params() and
ossl_dsa_get0_params(). These point to addresses and can not fail
for any existing calls.
Make dsa keygen tests only available in the FIPS module - as they are
not used in the default provider.
Change ossl_ffc_set_digest() to return void as it cannot fail.
