32ab57cbb4 Fix external symbols related to ec & sm2 keys

705536e2b5 Use build.info, not ifdef for crypto modules
Don't wrap conditionally-compiled files in global ifndef tests.
Instead, test if the feature is disabled and, if so, do not
compile it.

579422c85c Deprecate the ECDSA and EV_KEY_METHOD functions.
Use of the low level ECDSA and EC_KEY_METHOD functions has been informally discouraged for a
long time. We now formally deprecate them.

706457b7bd Reorganize local header files
Apart from public and internal header files, there is a third type called
local header files, which are located next to source files in the source
directory. Currently, they have different suffixes like

  '*_lcl.h', '*_local.h', or '*_int.h'

This commit changes the different suffixes to '*_local.h' uniformly.

349807608f Remove /* foo.c */ comments
This was done by the following
        find . -name '*.[ch]' | /tmp/pl
where /tmp/pl is the following three-line script:
        print unless $. == 1 && m@/\* .*\.[ch] \*/@;
        close ARGV if eof; # Close file to reset $.

And then some hand-editing of other files.

3e00b4c9db Improve optional 64-bit NIST-P224 implementation, and add NIST-P256 and
NIST-P521. (Now -DEC_NISTP_64_GCC_128 enables all three of these;
-DEC_NISTP224_64_GCC_128 no longer works.)
