f844f9eb44 Rename FIPS_MODE to FIPS_MODULE
This macro is used to determine if certain pieces of code should
become part of the FIPS module or not. The old name was confusing.

738ee1819e Fix DH_get_nid() so that it does not cache values.
DH_set0_pqg() is now responsible for caching the nid, q and length.

DH with or without named safe prime groups now default to using the maximum private key length (BN_num_bits(q) - 1)
when generating a DH private key. The code is now shared between fips and non fips mode for DH key generation.

The OSSL_PKEY_PARAM_DH_PRIV_LEN parameter can be used during keygen to override the maximum private key length to be
in the range (2 * strength ... bits(q) - 1). Where the strength depends on the length of p.

Added q = (p - 1) / 2 safe prime BIGNUMS so that the code is data driven (To simplify adding new names).
The BIGNUMS were code generated.

55f02cb684 Change DH_get_nid() to set the value of q if it is not already set
Fixes #11108.

It only sets q if a valid named group is found.
The function signature was recently changed to pass a non const DH pointer
in order to allow the nid to be cached internally. As an extension of this
the value of q can now also be set as q is always known for named groups.
The length field is also set if q is set.

706457b7bd Reorganize local header files
Apart from public and internal header files, there is a third type called
local header files, which are located next to source files in the source
directory. Currently, they have different suffixes like

  '*_lcl.h', '*_local.h', or '*_int.h'

This commit changes the different suffixes to '*_local.h' uniformly.

25f2138b0a Reorganize private crypto header files
Currently, there are two different directories which contain internal
header files of libcrypto which are meant to be shared internally:

While header files in 'include/internal' are intended to be shared
between libcrypto and libssl, the files in 'crypto/include/internal'
are intended to be shared inside libcrypto only.

To make things complicated, the include search path is set up in such
a way that the directive #include "internal/file.h" could refer to
a file in either of these two directoroes. This makes it necessary
in some cases to add a '_int.h' suffix to some files to resolve this
ambiguity:

  #include "internal/file.h"      # located in 'include/internal'
  #include "internal/file_int.h"  # located in 'crypto/include/internal'

This commit moves the private crypto headers from

  'crypto/include/internal'  to  'include/crypto'

As a result, the include directives become unambiguous

  #include "internal/file.h"       # located in 'include/internal'
  #include "crypto/file.h"         # located in 'include/crypto'

hence the superfluous '_int.h' suffixes can be stripped.

The files 'store_int.h' and 'store.h' need to be treated specially;
they are joined into a single file.

fd7d252060 Tighten up BN_with_flags usage and avoid a reachable assert
The function rsa_ossl_mod_exp uses the function BN_with_flags to create a
temporary copy (local_r1) of a BIGNUM (r1) with modified flags. This
temporary copy shares some state with the original r1. If the state of r1
gets updated then local_r1's state will be stale. This was occurring in the
function so that when local_r1 was freed a call to bn_check_top was made
which failed an assert due to the stale state. To resolve this we must free
local_r1 immediately after we have finished using it and not wait until the
end of the function.

This problem prompted a review of all BN_with_flag usage within the
codebase. All other usage appears to be correct, although often not
obviously so. This commit refactors things to make it much clearer for
these other uses.
