ae3c30acac APPS: dhparam: Support setting properties
The -provider and -propquery options did not work on dhparam. Fix this
and add tests that check that operations that would usually fail with
the FIPS provider work when run with

| -provider default -propquery '?fips!=yes'

See also 30b2c3592e, which previously
fixed the same problem in dsaparam and gendsa. See also the initial
report in https://bugzilla.redhat.com/show_bug.cgi?id=2094956.

a414fd6765 Add -verbose/-queit flags to dhparam
Allow dhparam to run quietly in scripts, etc.

For other commands that took a -verbose flag already, also support -quiet.

For genpkey which only supported -quiet, add the -verbose flag.

2db985b7b1 Simplify the EVP_PKEY_XXX_fromdata_XX methods.
The existing names such as EVP_PKEY_param_fromdata_settable were a bit
confusing since the 'param' referred to key params not OSSL_PARAM. To simplify
the interface a 'selection' parameter will be passed instead. The
changes are:

(1) EVP_PKEY_fromdata_init() replaces both EVP_PKEY_key_fromdata_init() and EVP_PKEY_param_fromdata_init().
(2) EVP_PKEY_fromdata() has an additional selection parameter.
(3) EVP_PKEY_fromdata_settable() replaces EVP_PKEY_key_fromdata_settable() and EVP_PKEY_param_fromdata_settable().
    EVP_PKEY_fromdata_settable() also uses a selection parameter.

021410ea3f Check non-option arguments
Make sure all commands check to see if there are any "extra" arguments
after the options, and print an error if so.

Made all error messages consistent (which is to say, minimal).

300e8c4bf1 Fix no-dsa
Skip tests that require DSA to be available. While we're doing this
we also remove an OPENSSL_NO_DSA guard in the dhparam app that is no
longer necessary (even though DSA may not be present in our own providers
it could be available via a third party provider).

ee8252847d Undeprecate the -dsaparam option in the dhparam app
The -dsaparam option was deprecated because it was previously using
deprecated functions in order to operate. This is no longer the case
and therefore does not need to be deprecated.

7821585206 APPS: Fix 'openssl dhparam'
'dhparam' can't be completely rewritten in terms of EVP_PKEY functions
yet, because we lack X9.42 support.  However, we do when generating,
but forgot to extract a DH pointer with EVP_PKEY_get0_DH().

1ddf2594e1 dsa: deprecate applications that depend on the low level DSA functions.
speed is updated to not support DSA instead of being removed.

The dhparam, dsaparam, dsa and gendsa commands are deprecated but still
exist without NO_DEPRECATED defined.

201b305a24 apps/dsaparam.c generates code that is intended to be pasted or included
into an existing source file: the function is static, and the code
doesn't include dsa.h.  Match the generated C source style of dsaparam.

Adjust apps/dhparam.c to match, and rename the BIGNUMs to their more
usual single-letter names.  Add an error return in the generated C source.

10b37541dc Fix late opening of output file
For 'openssl dhparams', the output file was opened after calculations
were made, which is a waste of cycles and time if the output file
turns out not to be writable.

dab2cd68e7 apps: Don't include progs.h in apps.h
Everything in apps includes apps.h, because that one declares apps
internal library routines.  However, progs.h doesn't declare library
routines, but rather the main commands and their options, and there's
no reason why the library modules should include it.

So, remove the inclusion of progs.h from apps.h and add that inclusion
in all command source files.

3ee1eac27a Standardize apps use of -rand, etc.
Standardized the -rand flag and added a new one:
    -rand file...
            Always reads the specified files
    -writerand file
            Always writes to the file on exit

For apps that use a config file, the RANDFILE config parameter reads
the file at startup (to seed the RNG) and write to it on exit if
the -writerand flag isn't used.

Ensured that every app that took -rand also took -writerand, and
made sure all of that agreed with all the documentation.
