It would be helpful to be able to generate RSA's dmp1/dmq1/iqmp values
when not provided in the param list to EVP_PKEY_fromdata. Augment the
provider in ossl_rsa_fromdata to preform this generation iff:
a) At least p q n e and e are provided
b) the new parameter OSSL_PARAM_RSA_DERIVE_PQ is set to 1

Make EVP_PKEY_CTX_set_rsa_oaep_md() and
EVP_PKEY_CTX_get_rsa_oaep_md_name() only work for RSA keys.
Since these calls use "digest" as a OSSL_PARAM, they should not
work for other key types.

According to the manual page, EVP_PKEY_CTX_set0_rsa_oaep_label()
should accept NULL as the label argument, though the function
currently rejects it while setting the corresponding octet string
parameter with OSSL_PARAM_construct_octet_string, which expects
non-NULL input. This adds a workaround to the caller for backward
compatibility.

Since OPENSSL_malloc() and friends report ERR_R_MALLOC_FAILURE, and
at least handle the file name and line number they are called from,
there's no need to report ERR_R_MALLOC_FAILURE where they are called
directly, or when SSLfatal() and RLAYERfatal() is used, the reason
`ERR_R_MALLOC_FAILURE` is changed to `ERR_R_CRYPTO_LIB`.
There were a number of places where `ERR_R_MALLOC_FAILURE` was reported
even though it was a function from a different sub-system that was
called. Those places are changed to report ERR_R_{lib}_LIB, where
{lib} is the name of that sub-system.
Some of them are tricky to get right, as we have a lot of functions
that belong in the ASN1 sub-system, and all the `sk_` calls or from
the CRYPTO sub-system.
Some extra adaptation was necessary where there were custom OPENSSL_malloc()
wrappers, and some bugs are fixed alongside these changes.

This required refactoring a number of functions from the diverse
EVP_PKEY_ASN1_METHOD implementations to become shared backend
functions. It also meant modifying a few of them to return pointers
to our internal RSA / DSA/ DH / EC_KEY, ... structures instead of
manipulating an EVP_PKEY pointer directly, letting the caller do the
latter.

This commit attempts to fix the an issue when generating a key of type
EVP_PKEY_RSA_PSS. Currently, EVP_PKEY_CTX_set_rsa_keygen_bits will
return -1 if the key id is not of type EVP_PKEY_RSA. This commit adds
EVP_PKEY_RSA_PSS to also be accepted.
The macro EVP_PKEY_CTX_set_rsa_pss_keygen_md si converted into a
function and it is now called in legacy_ctrl_to_param.

Because decoders are coupled with keymgmts from the same provider,
ours need to produce provider side keys the same way. Since our
keymgmts create key data with the provider library context, so must
our decoders.
We solve with functions to adjust the library context of decoded keys,
and use them.

Many of the new types introduced by OpenSSL 3.0 have an OSSL_ prefix,
e.g., OSSL_CALLBACK, OSSL_PARAM, OSSL_ALGORITHM, OSSL_SERIALIZER.
The OPENSSL_CTX type stands out a little by using a different prefix.
For consistency reasons, this type is renamed to OSSL_LIB_CTX.

As discussed in the issue, supporting the set0-like semantics long-term is not necessarily desirable, although necessary for short-term compatibility concerns. So I've deprecated the original method and added an equivalent that is explicitly labelled as set1.
I tried to audit existing usages of the (now-deprecated) API and update them to use set1 if that appeared to align with their expectations.

For FIPS validation purposes - Automated Cryptographic Validation Protocol (ACVP) tests need to be
performed. (See https://github.com/usnistgov/ACVP). These tests are very similiar to the old CAVS tests.
This PR uses a hardwired subset of these test vectors to perform similiar operations,
to show the usage and prove that the API's are able to perform the required operations.
It may also help with communication with the lab (i.e- The lab could add a test here to show
a unworking use case - which we can then address).
The EVP layer performs these tests instead of calling lower level API's
as was done in the old FOM.
Some of these tests require access to internals that are not normally allowed/required.
The config option 'acvp_tests' (enabled by default) has been added so that this
access may be removed.
The mechanism has been implemented as additional OSSL_PARAM values that can be set and get.
A callback mechanism did not seem to add any additional benefit.
These params will not be added to the gettables lists.

RSA_PSS_PARAMS carries with it a lot of baggage in form of X509_ALGOR
and ASN1_INTEGER, which we would rather avoid in our providers.
Therefore, we create a parallell structure - RSA_PSS_PARAMS_30 - that
contains the same information, but uses numeric identities (*) and C
integers (**). This makes it simpler to handle.
Note that neither this structure nor its contents are passed between
libcrypto and the providers. Instead, the numeric identities are
translated to and from names, which are then passed over that
boundary.
For future considerations, we might consider dropping RSA_PSS_PARAMS
entirely. For now, it's still reserved for EVP_PKEY_ASN1_METHOD code,
which RSA_PSS_PARAMS_30 is (almost entirely) reserved for use in our
providers.
(*) We use NIDs in this case, because we already have them and because
only algorithms that libcrypto knows about are permitted in PSS
restrictions. We could use any number series we want, as long as we
know for sure what they represent.
(**) That's for saltlen and for trailerfield, which are never expect
to surpass the set of numbers that fit in a regular 'int'.

It only sets q if a valid named group is found.
The function signature was recently changed to pass a non const DH pointer
in order to allow the nid to be cached internally. As an extension of this
the value of q can now also be set as q is always known for named groups.
The length field is also set if q is set.
