deprecate the original (numeric-only) scheme, and replace with the
CRYPTO_THREADID object. This hides the platform-specifics and should reduce
the possibility for programming errors (where failing to explicitly check
both thread ID forms could create subtle, platform-specific bugs).

to 'unsigned long' (ie. odd platforms/compilers), so a pointer-typed
version was added but it required portable code to check *both* modes to
determine equality. This commit maintains the availability of both thread
ID types, but deprecates the type-specific accessor APIs that invoke the
callbacks - instead a single type-independent API is used. This simplifies
software that calls into this interface, and should also make it less
error-prone - as forgetting to call and compare *both* thread ID accessors
could have led to hard-to-debug/infrequent bugs (that might only affect
certain platforms or thread implementations). As the CHANGES note says,
there were corresponding deprecations and replacements in the
thread-related functions for BN_BLINDING and ERR too.
This tidies up verify parameters and adds support for integrated policy
checking.
Add support for policy related command line options. Currently only in smime
application.

means moving a couple of functions from apps/ to crypto/ and make them
general (although only used privately).
Add "init" command to control ENGINE

Load config file in several openssl utilities.
Most utilities now load modules from the config file,
though in a few (such as version) this isn't done
because it couldn't be used for anything.
In the case of ca and req the config file used is
the same as the utility itself: that is the -config
command line option can be used to specify an
alternative file.

* misc changes, including debug-linux-ppro Configure target
and FORMAT_NETSCAPE-aware load_{,pub}key()

New macros SSL[_CTX]_set_msg_callback_arg().
Message callback imlementation for SSL 3.0/TLS 1.0 (no SSL 2.0 yet).
New '-msg' option for 'openssl s_client' and 'openssl s_server'
that enable a message callback that displays all protocol messages.
In ssl3_get_client_hello (ssl/s3_srvr.c), generate a fatal alert if
client_version is smaller than the protocol version in use.
Also change ssl23_get_client_hello (ssl/s23_srvr.c) to select TLS 1.0
if the client demanded SSL 3.0 but only TLS 1.0 is enabled; then the
client will at least see that alert.
Fix SSL[_CTX]_ctrl prototype (void * instead of char * for generic
pointer).
Add/update some OpenSSL copyright notices.
