433deaffce Use .cnf for config files, not .conf
The default is openssl.cnf  The project seems to prefer xxx.conf these
days, but we should use the default convention.

Rename all foo.conf (except for Configurations) to foo.cnf

Fixes #11174

f798c27958 Don't run test_conf in cross compiled builds
test_conf was failing in travis for mingw builds. We run these on linux
via wine. However due to line break differences the tests were failing.
We just skip these in a cross compiled build.

5aaba37618 Add a tester of OpenSSL config files and test the current .pragma
test/confdump.c reads an OpenSSL config file and prints out the
processed result.  This can be used to check that a config file is
processed correctly.

We add a test recipe and the necessary data to test the dollarid
pragma.
