test: add a test RNG.
The test RNG can provide pre-canned entropy and nonces for testing other algorithms. Reviewed-by: Matthias St. Pierre <Matthias.St.Pierre@ncp-e.com> (Merged from https://github.com/openssl/openssl/pull/11682)
