Kurt Zeilenga 62f71f6042 Add TMPROOT support for two phase building/installing. 
make all
	make TMPROOT=/tmp/root install
will install everything under $(TMPROOT)$(prefix).  Useful for
building bundling packages/ports for various operating systems.
