93fbb87545 Give OperationBuffer normal struct members instead of using 
LBER_ALIGNED_BUFFER(OPERATION_BUFFER_SIZE), as discussed in ITS#4078.
Add a corresponding SyncOperationBuffer in overlays/syncprov.c.
