07aca1c9a6 Preliminary steps to enabling sync replication of config. Needs work. 
Allow configuring a consumer on the provider that points to the provider
but is a no-op. This ensures that the consumer will continue to be a
consumer after the replication occurs.

475b35b847 ITS#4220 - add warnings for unsupported modules. Note that back-monitor 
causes a warning due to its no-op bi_db_config entry point. Unimplemented
entry points are supposed to be NULL.
