c3c89693c4 Fix URL encoding in DAP2 url processing
re: Github issue https://github.com/Unidata/netcdf-c/issues/1832
and Github issue https://github.com/Unidata/netcdf4-python/issues/1041

Handling of URL escape sequences for some servers
(e.g. http://iridl.ldeo.columbia.edu) appears to be somewhat
non-standard.
In particular, certain characters need escaping that other servers
do not. Fortunately, the changes should also work existing other servers.

62a4cc1ae0 Fix nccopy -c dim/x to actually use the dim/x value.
As it was, nccopy -c dim/x was sometimes being ignored. So
modify nccopy to properly take into account. This also required
a change to the nczarr code because it was not applying default
chunking in the same way as libhdf5.

Modify ncdump/tst_nccopy4.sh to test this feature properly.
Also add a similar test to nczarr_test.

Additionally, fix some other things that were causing Visual
Studio builds with testing to not work.
* fix curl testing under CMake to properly handle case
where DAP is disabled, but byterange support is enabled.
* properly test and/or define uintptr_t
* Convert _O_XXX to O_XXX flags used by open();

d85bb6fe20 The big change for this commit is complete the
disengagement of enable-netcdf4 from enable-hdf5.
That is, with the advent of nczarr, it is possible
to turn off hdf5 but still need netcdf-4 enabled
because nczarr uses libsrc4, but not libhdf5.
This change involves a bunch of things:
1. Modify configure.ac and CMakelist to make enable_hdf5
control if hdf5 support is provided. For back compatibility,
disable-netcdf4 is treated as disable-hdf5. But internally,
netcdf4 support is controlled only by the enabling of formats
   that require it.
2. In support of #1, modify .travis.yml to use enable/disable-hdf5
   instead of enable/disable-netcdf4.
3. test_common.in is modified to track selected features,
including enable-hdf5 and enable-s3-tests. This is used in
selected tests that mix netcdf-3 and netcdf4 tests.
4. The conflation of USE_HDF5 and USE_NETCDF4 is common in
code, tests, and build files, so all of those had to be weeded out.
5. It turns out that some of the NC4_dim functions really are HDF5 specific,
but are not treated as such. So they are moved from nc4dim.c to
   hdf5dim.c or hdf5dispatch.c
6. Some generic functions in libhdf5 can be (and were) moved to libsrc4.

d538cf38c2 Fix nczarr-experimental to better support CMake and find AWS libraries
The primary fix is to improve CMake build support.
Specific changes include:
* CMake: Provide a better soln to locating the AWS SDK
libraries; the new way is the preferred method as described in
  the aws-cpp-sdk documentation.
* CMake (and Automake): allow -DENABLE_S3_SDK (default off) to suppress
  looking for AWS libraries.
* CMake: add the complete set of nczarr tests
* CMake: add EXTERNL as needed to various .h files.
* Improve support for windows drive letters in paths.
* Add nczarr and s3 flags to nc-config
* For VisualStudio X nczarr, cleanup the NAN+INFINITY handling
* Convert _MSC_VER -> _WIN32 and vice versa as needed
* NCZarr - support multiple platform paths including windows, cygwin.
  mingw, etc.
* NCZarr - sort the test outputs because different platforms
produce directory contents in different orders.

One big change concerns netcdf-c/CMakeLists.txt and netcdf-c/configure.ac.
In the current versions, it was the case that --disable-hdf5
disabled netcdf-4 (libsrc4). With nczarr, this can no longer
be the case because nczarr requires libsrc4 even if libhdf5
is disabled. So, I modified the above files to move the
format options (HDF5, NCZarr, HDF4, etc) to a single place
near the front of the files. Now it is the case that:
* Enabling any of the formats that require libsrc4
  also does an implicit --enable-netcdf4.
* --disable-netcdf4 | --disable-netcdf-4 now becomes
  and alias for --disable-hdf5.

There are probably some bugs in this change in terms of
dependencies between format options.

Problems:
* CMake S3 support is still not working for Visual Studio
* A recent issue points out that there is work to do on handling
UTF8 filenames, but that will be addressed in a separate fix.

Notes:
* Consider converting all of our includes/.h files to use EXTERNL

59e04ae071 This PR adds EXPERIMENTAL support for accessing data in the
cloud using a variant of the Zarr protocol and storage
format. This enhancement is generically referred to as "NCZarr".

The data model supported by NCZarr is netcdf-4 minus the user-defined
types and the String type. In this sense it is similar to the CDF-5
data model.

More detailed information about enabling and using NCZarr is
described in the document NUG/nczarr.md and in a
[Unidata Developer's blog entry](https://www.unidata.ucar.edu/blogs/developer/en/entry/overview-of-zarr-support-in).

WARNING: this code has had limited testing, so do use this version
for production work. Also, performance improvements are ongoing.
Note especially the following platform matrix of successful tests:

Platform | Build System | S3 support
------------------------------------
Linux+gcc | Automake | yes
Linux+gcc | CMake | yes
Visual Studio | CMake | no

Additionally, and as a consequence of the addition of NCZarr,
major changes have been made to the Filter API. NOTE: NCZarr
does not yet support filters, but these changes are enablers for
that support in the future. Note that it is possible
(probable?) that there will be some accidental reversions if the
changes here did not correctly mimic the existing filter testing.

In any case, previously filter ids and parameters were of type
unsigned int. In order to support the more general zarr filter
model, this was all converted to char*. The old HDF5-specific,
unsigned int operations are still supported but they are
wrappers around the new, char* based nc_filterx_XXX functions.
This entailed at least the following changes:
1. Added the files libdispatch/dfilterx.c and include/ncfilter.h
2. Some filterx utilities have been moved to libdispatch/daux.c
3. A new entry, "filter_actions" was added to the NCDispatch table
   and the version bumped.
4. An overly complex set of structs was created to support funnelling
all of the filterx operations thru a single dispatch
   "filter_actions" entry.
5. Move common code to from libhdf5 to libsrc4 so that it is accessible
   to nczarr.

Changes directly related to Zarr:
1. Modified CMakeList.txt and configure.ac to support both C and C++
-- this is in support of S3 support via the awd-sdk libraries.
2. Define a size64_t type to support nczarr.
3. More reworking of libdispatch/dinfermodel.c to
support zarr and to regularize the structure of the fragments
   section of a URL.

Changes not directly related to Zarr:
1. Make client-side filter registration be conditional, with default off.
2. Hack include/nc4internal.h to make some flags added by Ed be unique:
   e.g. NC_CREAT, NC_INDEF, etc.
3. cleanup include/nchttp.h and libdispatch/dhttp.c.
4. Misc. changes to support compiling under Visual Studio including:
   * Better testing under windows for dirent.h and opendir and closedir.
5. Misc. changes to the oc2 code to support various libcurl CURLOPT flags
   and to centralize error reporting.
6. By default, suppress the vlen tests that have unfixed memory leaks; add option to enable them.
7. Make part of the nc_test/test_byterange.sh test be contingent on remotetest.unidata.ucar.edu being accessible.

Changes Left TO-DO:
1. fix provenance code, it is too HDF5 specific.

c195e24f2a Fix nccopy chunking to use default chunking
re: https://github.com/Unidata/netcdf-c/issues/1763

The nccopy program incorrectly set default chunking parameters
to use full dimension lengths. Instead, it should use the
values computed by the default chunking values as defined
in nc4_default_chunksizes2 in the netcdf library.

Solution: Revert to the old behavior.

90b912b7e8 Allow use of type keywords as identifier in formats that do not support that type.
Built-in type-name keywords are currently flagged when used as
identifiers in formats that do not support that type. So if a
user declares a dimension named "string" in a classic .cdl file,
it causes an error.

This PR modifies ncgen to allow those format-specific type keywords
to be used as identifiers when compiling to formats that do not
support that type. Also added a test for this.

Also a couple of misc. changes to conditionalize some debug output.

c68c4c804d Fix undefined references when using Visual Studio
Fix Issue https://github.com/Unidata/netcdf-c/issues/1725.
Replace PR https://github.com/Unidata/netcdf-c/pull/1726
Also replace PR https://github.com/Unidata/netcdf-c/pull/1694

The general problem is that under Visual Studio, we are seeing
a number of undefined reference and other scoping errors.
The reason is that the code is not properly using Visual Studio
_declspec() declarations.

The basic solution is to ensure that when compiling the code itself
one needs to ensure that _declspec(dllexport) is used. There
are several sets of macros to handle this, but they all rely
on the flag DLL_EXPORT being define when the code is compiled,
but not being defined when the code is used via a .h file.

As a test, I modified XGetOpt.c to build properly. I also
fixed the oc2 library to properly _declspec things like ocdebug.

I also made some misc. changes to get all the tests to run
if cygwin is installed (to get bash, sed, etc).

Misc. Changes:
* Put XGetOpt.c into libsrc and copy at build time
to the other directories where it is needed.

68a98f6e81 Fix ncgen handling of big data sections
The current ncgen does not properly handle very large
data sections. Apparently this is very uncommon because
it was only discovered in testing the new zarr code.

The fix required a new approach to processing data sections.
Unfortunately, the resulting ncgen is slower than before
but at least it is, I think, now correct.

The added test cases are in libnczarr, and so will
not show up until that is incorporated into master.

Note also that fortran code generation changed, but
has not been tested here.

Misc. Changes
1. Cleanup error handling in ncgen -lc and -lb output
2. Cleanup Makefiles for ncgen to remove unused code
3. Added a program, ncgen/ncdumpchunks, to print

84c69afca7 Allow redefinition of variable filters
re: Github issue https://github.com/Unidata/netcdf-c/issues/1713

If nc_def_var_filter or nc_def_var_deflate or nc_def_var_szip is
called multiple times with the same filter id, but possibly with
different sets of parameters, then the first invocation is
sticky and later invocations are ignored. The desired behavior
is to have the last invocation be used.

This PR implements that desired behavior, with some special
cases. If you call nc_def_var_deflate multiple times, then the
last invocation rule applies with respect to deflate. However,
the shuffle filter, if enabled, is always applied just before
applying deflate.

Misc unrelated changes:
1. Make client-side filters be disabled by default
2. Fix the definition of uintptr_t and use in oc2 and libdap4
3. Add some test cases
4. modify filter order tests to use plugin filters rather
   than client-side filters

re: https://github.com/Unidata/netcdf-c/issues/1642

Modify ncdump, nccopy, and ncgen to support the NC_COMPACT storage option.
Added test cases and added description to the man pages for the utilities.

1. ncdump: For compact storage variable, print special attribute __Storage_ as
````
    <var>: _Storage = "compact";
````

2. ncgen: parse and implement
````
    <var>: _Storage = "compact";
````
in a .cdl file

3. nccopy: Extend the chunk specification (-c flag) to support
   compact using the forms
````
nccopy ... -c <var>:compact
nccopy ... -c <var>:contiguous
````

Misc. other changes

44d0dcaad2 Add support for multiple filters per variable.
re: https://github.com/Unidata/netcdf-c/issues/1584

Support has been added for multiple filters per variable. This
affects a number of components in netcdf. The new APIs are
documented in NUG/filters.md.

The primary changes are:
* A set of new functions are provided (see __include/netcdf_filter.h__).
    - Obtain a list of the filters associated with a variable
    - Obtain the parameters for a specific filter.
* The existing __nc_inq_var_filter__ function now returns info
  about the first defined filter.
* The utilities (ncgen, ncdump, and nccopy) now support
an extended format for specifying a sequence of filters.
  The general form is __<filter>|<filter>..._.
* The ncdump **_Filter** attribute now dumps a list of all the
filters associated with a variable using the above new format.
* Filter specifications can now use a filter name instead of number
for filters known to the netcdf library, which in turn is taken
from the HDF5 filter registration page.
* New errors are defined: NC_EFILTER and NC_ENOFILTER. The latter
is returned if an attempt is made to access an unknown filter.
* Internally, the dispatch table has been extended to add a function
to handle all of the filter functions.
* New, filter-related, tests were added to nc_test4.
* A new plugin was added to the plugins directory to help with testing.

Notes:
1. The shuffle and fletcher32 filters are not part of the multifilter system.

Misc. changes:
1. A debug module was added to libhdf5 to help catch error locations.

f1506d552e Change (again), and hopefully simplify, the file model inference algorithm.
* For URL paths, the new approach essentially centralizes all information
in the URL into the "#mode=" fragment key and uses that value
to determine the dispatcher for (most) URLs.

* The new approach has the following steps:

  1. canonicalize the path if it is a URL.
  2. use the mode= fragment key to determine the dispatcher
  3. if dispatcher still not determined, then use the mode flags
argument to nc_open/nc_create to determine the dispatcher.
  4. if the path points to something readable, attempt to read the
magic number at the front, and use that to determine the dispatcher.
this case may override all previous cases.

* Misc changes.

  1. Update documentation
  2. Moved some unit tests from libdispatch to unit_test directory.
  3. Fixed use of wrong #ifdef macro in test_filter_reg.c
[I think this may fix an previously reported esupport query].

4c92fc3405 Remove netcdf-4 conditional on the dispatch table.
Partially address: https://github.com/Unidata/netcdf-c/issues/1056

Currently, some of the entries in the dispatch table
are conditional'd on USE_NETCDF4.

As a step in upgrading the dispatch table for use
with user-defined tables, we remove that conditional.
This means that all dispatch tables must implement the
netcdf-4 specific functions even if only to make them
return NC_ENOTNC4. To simplify this, a set of default
functions are defined in libdispatch/dnotnc4.c to provide this
behavior. The file libdispatch/dnotnc3.c is also relevant to
this.

The primary fix is to modify the various dispatch tables to
remove the conditional and use the functions in
libdispatch/dnotnc4.c as appropriate. In practice, all of the
existing tables are prepared to handle this, so the only
real change is to remove the conditionals.

Misc. Unrelated fixes
1. Fix some annoying warnings in ncvalidator.

Notes:
1. This has not been tested with either pnetcdf or hdf4 enabled.
When those are enabled, it is possible that there are still
some conditionals that need to be fixed.

29281a2f89 nccopy must use defaulting when there are no -c parameters
re: issue https://github.com/Unidata/netcdf-c/issues/1436

It used to be that when no -c parameters were specified
(and the input was some variant of netcdf-3) that nccopy
let the netcdf-c library decide on any default chunking.
Now, it attempts to do it itself and is not doing it
correctly when unlimited dimensions are involved.

So fix is to revert to previous behavior.

Note: The chunking rules are getting too complicated; consider revising.

2420b69a83 Fix nccopy to use NC_PERSIST so that -w actually persists the output.
re: Issue https://github.com/Unidata/netcdf-c/issues/1365

At some point (4.6.1) we changed the diskless handling of flags
and added a new NC_PERSIST flag. Looks like we did not fix all
occurrences of the old flag set, specifically for 'nccopy -w' command.
Also added some tests (tst_nccopy_w{3,4}.sh) for this situation.

88a7a1753c Simplify libhdf5/nc5info.c to move to lazy parsing
re: https://github.com/Unidata/netcdf-c/issues/1352

When nc4info.c encounters an _NCProperties attribute
with a version number it does not recognize, it does not
show it correctly.

Solution chosen is to arrange so that accessing the attribute
returns the raw value of the Attribute from the file. This way,
even if the version is unrecognized, it will return something
usable.

The changes were primarily to never attempt to parse the value
of _NCProperties until actually required. Which since they
are currently not used means that parsing never occurs.

Also modified ncdump/tst_fileinfo.sh to include some extra testing

I tested the original failure by changing the value of NCPROPS to 3.
However, there is no way to test this at build time.

Misc. Changes
* Inlined the provenance info in the NC_FILE_INFO_T structure
* Centralized stuff from elsewhere into include/nc_provenance.h

1a7531392f Make the netcdf-c library compile with gcc -ansi.
Primary fixes to get -ansi to work.
1. Convert all '//' C++ style comments to /*...*/ or to use #if 0...#endif
2. It turns out that when -ansi is specified, then a number of
functions no longer are defined in the header -- but they are still
   in the .so file.<br>
The big example is strdup(). So, added code to include/ncconfig.h to define
externs for those missing functions that occur in more than one place.
These are enabled if !_WIN32 && __STDC__ == 1 (__STDC__ is supposed to
be the equivalent compile time flag to -ansi). Note that this requires
config.h (which references ncconfig.h) to be included in files where it is
currently not included. Single uses will be only in the file that uses them.
3. Added mmap test for the MAP_ANONYMOUS flag to configure.ac. Apparently
this is not always defined with -ansi.
4. fix some large integer constants in nc_test4/tst_atts3.c and nc_test4/tst_filterparser.c
   to avoid compiler complaints.
5. fix a double constant in nc_test4/tst_filterparser.c to avoid compiler complaints.

[Note I suspect #4 and #5 will be a problem on big-endian machines, but we have no way to test]

Misc. Changes:
1. convert more instances of _MSC_VER to _WIN32.
2. added some debugging code to include/nctestserver.h
3. added comment about libdispatch/drc.c always being compiled.
4. modify parser generation in ncgen to remove unneeded files.

751300ec59 Fix more memory leaks in netcdf-c library
This is a follow up to PR https://github.com/Unidata/netcdf-c/pull/1173

Sorry that it is so big, but leak suppression can be complex.

This PR fixes all remaining memory leaks -- as determined by
-fsanitize=address, and with the exceptions noted below.

Unfortunately. there remains a significant leak that I cannot
solve. It involves vlens, and it is unclear if the leak is
occurring in the netcdf-c library or the HDF5 library.

I have added a check_PROGRAM to the ncdump directory to show the
problem. The program is called tst_vlen_demo.c To exercise it,
build the netcdf library with -fsanitize=address enabled. Then
go into ncdump and do a "make clean check". This should build
tst_vlen_demo without actually executing it. Then do the
command "./tst_vlen_demo" to see the output of the memory
checker. Note the the lost malloc is deep in the HDF5 library
(in H5Tvlen.c).

I am temporarily working around this error in the following way.
1. I modified several test scripts to not execute known vlen tests
   that fail as described above.
2. Added an environment variable called NC_VLEN_NOTEST.
If set, then those specific tests are suppressed.

This should mean that the --disable-utilities option to
./configure should not need to be set to get a memory leak clean
build. This should allow for detection of any new leaks.

Note: I used an environment variable rather than a ./configure
option to control the vlen tests. This is because it is
temporary (I hope) and because it is a bit tricky for shell
scripts to access ./configure options.

Finally, as before, this only been tested with netcdf-4 and hdf5 support.

This PR partially fixes memory leaks in the netcdf-c library,
in the ncdump utility, and in some test cases.

The netcdf-c library now runs memory clean with the assumption
that the --disable-utilities option is used. The primary remaining
problem is ncgen. Once that is fixed, I believe the netcdf-c library
will run memory clean with no limitations.

Notes

1. Memory checking was performed using gcc -fsanitize=address.
Valgrind-based testing has yet to be performed.
2. The pnetcdf, hdf4, and examples code has not been tested.

4636584d5b Revert/Improve nc_create + NC_DISKLESS behavior
re: https://github.com/Unidata/netcdf-c/issues/1154

Inadvertently, the behavior of NC_DISKLESS with nc_create() was
changed in release 4.6.1. Previously, the NC_WRITE flag needed
to be explicitly used with NC_DISKLESS in order to cause the
created file to be persisted to disk.

Additional analyis indicated that the current NC_DISKLESS
implementation was seriously flawed.

This PR attempts to clean up and regularize the situation with
respect to NC_DISKLESS control. One important aspect of diskless
operation is that there are two different notions of write.

1. The file is read-write vs read-only when using the netcdf API.
2. The file is persisted or not to disk at nc_close().

Previously, these two were conflated. The rules now are
as follows.

1. NC_DISKLESS + NC_WRITE means that the file is read/write using the netcdf API
2. NC_DISKLESS + NC_PERSIST means that the file is persisted to a disk file at nc_close.
3. NC_DISKLESS + NC_PERSIST + NC_WRITE means both 1 and 2.

The NC_PERSIST flag is new and takes over the obsolete NC_MPIPOSIX flag.
NC_MPIPOSIX is still defined, but is now an alias for the NC_MPIIO flag.

It is also now the case that for netcdf-4, NC_DISKLESS is independent
of NC_INMEMORY and in fact it is an error to specify both flags
simultaneously.

Finally, the MMAP code was fixed to use NC_PERSIST as well.
Also marked MMAP as deprecated.

Also added a test case to test various combinations of NC_DISKLESS,
NC_PERSIST, and NC_WRITE.

This PR affects a number of files and especially test cases
that used NC_DISKLESS.

8072d1f6bb Modify DAP2 and DAP4 to optionally allow Fillvalue/Variable mismatch
re: issue https://github.com/Unidata/netcdf-c/issues/1151

Modify DAP2 and DAP4 code to handle case when _FillValue type is not
same as the parent variable type.

Specifically:
1. Define a parameter [fillmismatch] to allow this mismatch;
   default is to disallow.
2. If allowed, forcibly change the type of the _FillValue to match
   the parent variable.
3. If allowed Convert the values to match new type
4. Generate a log message
5. if not allowed, then fail

Implementing this required some changes to ncdap_test/dapcvt.c
Also added test cases.

Minor Unrelated Changes:
1. There were a number of warnings about e.g.
assigning a const char* to a char*. Fix these
2. In nccopy.1, replace .NP with .IP "n"

2ea1cf5f1b There was a request to extend the provenance information
stored in the _NCProperties attribute to allow two things:
1. capture of additional library dependencies (over and above
   hdf5)
2. Recognition of non-netcdf libraries that create netcdf-4 format
   files.

To this end, the _NCProperties format has been extended to be
and arbitrary set of key=value pairs separated by commas.
This new format has version = 2, and uses commas as the pair separator.
Thus the general form is:
    _NCProperties = "version=2,key1=value,key2=value2..." ;

This new version is accompanied by a new ./configure option of the form
    --with-ncproperties="key1=value1,key2=value2..."
that specifies pairs to add to the _NCProperties attribute for all
files created with that netcdf library.

At this point, what is missing is some programmatic way to
specify either all the pairs or additional pairs
to the _NCProperties attribute. Not sure of the best way
to do this.

Builders using non-netcdf libraries can specify
whatever they want in the key value pairs (as long
as the version=2 is specified first).

By convention, the primary library is expected to be the
the first pair after the leading version=2 pair, but this
is convention only and is neither required nor enforced.

Related changes:
1. Fixed the tests that check _NCProperties to properly operate with version=2.
2. When reading a version 1 _NCProperties attribute, convert it to look
   like a version 2 attribute.
2. Added some version 2 tests to ncdump/tst_fileinfo.c and
   ncdump/tst_fileinfo.sh

Misc Changes:
1. Fix minor problem in ncdap_test/testurl.sh where a parameter to
   buildurl needed to be quoted.
2. Minor fix to ncgen to swap switches -H and -h to be consistent
   with other utilities.
3. Document the -M flag in nccopy usage() and the nccopy man page.
4. Modify a test case to use the nccopy -M flag.

b02703aa24 This PR primarily addresses Issue https://github.com/Unidata/netcdf-c/issues/725.
After a long discussion, I implemented the rules at the end of that issue.
They are documented in nccopy.1.

Additionally, I added a new, per-variable, -c flag that allows
for the direct setting of the chunking parameters for a variable.
The form is
    -c var:c1,c2,...ck
where var is the name of the variable (possibly a fully qualified name)
and the ci are the chunksizes for that variable. It must be the case
that the rank of the variable is k. If the new form is used as well
as the old form, then the new form overrides the old form for the
specified variable. Note that multiple occurrences of the new form
-c flag may be specified.

Misc. Other fixes
1. Added -M <size> option to nccopy to specify the minimum
   allowable chunksize.
2. Removed the unused variables from bigmeta.c
   (Issue https://github.com/Unidata/netcdf-c/issues/1079)
3. Fixed failure of nc_test4/tst_filter.sh by using the new -M
flag (#1) to allow filter test on a small chunk size.

3c7ffcc6d1 Fix https://github.com/Unidata/netcdf-c/issues/963
Fix https://github.com/Unidata/netcdf-c/issues/962

1. remove the --disable-diskless option since it is no
   longer needed. Similarly for CMakeLists.txt.
2. Fixed nc4files.c where BAIL and return were mixed
leading to situation where cleanup code was not
being invoked. This probably occurs elsewhere,
but I did not find any specifically.

3af477a926 netcdf-c: Make cmake pass a windows cmd prompt
add_sh_test only creates the test if HAVE_BASH is TRUE.
Therefore we can only call SET_TESTS_PROPERTIES on the created test if
HAVE_BASH is equally true.

05d078a8b0 The ncdap_tests were a mess, so I decided to clean them up
to remove cruft and to remove unused site tests
and make the tests somewhat more understandable.

Also did a fix to libdispatch/dwinpath to convert
relative paths to absolute paths. This will, I hope,
take care of some windows path problems when using
$srcdir in shell scripts.

25f062528b This completes (for now) the refactoring of libsrc4.
The file docs/indexing.dox tries to provide design
information for the refactoring.

The primary change is to replace all walking of linked
lists with the use of the NCindex data structure.
Ncindex is a combination of a hash table (for name-based
lookup) and a vector (for walking the elements in the index).
Additionally, global vectors are added to NC_HDF5_FILE_INFO_T
to support direct mapping of an e.g. dimid to the NC_DIM_INFO_T
object. These global vectors exist for dimensions, types, and groups
because they have globally unique id numbers.

WARNING:
1. since libsrc4 and libsrchdf4 share code, there are also
   changes in libsrchdf4.
2. Any outstanding pull requests that change libsrc4 or libhdf4
are likely to cause conflicts with this code.
3. The original reason for doing this was for performance improvements,
but as noted elsewhere, this may not be significant because
the meta-data read performance apparently is being dominated
by the hdf5 library because we do bulk meta-data reading rather
   than lazy reading.
