Ward Fisher	137282e650	Added information relevant to the github transition in RELEASE_NOTES.md, ... transition document. Remoted plain text release_notes moving forward. Ward Fisher	b4e198d163	Added '--enable-dynamic-loading' to autotools-based builds, and ... -DENABLE_DYNAMIC_LOADING to cmake-based builds.
