+ adjust TINFO_SUFFIX value to work with cygwin's dll naming
+ revert a change from 20070303 which commented out dependency of
SHLIB_LIST in form/menu/panel/c++ libraries.
+ fix initialization of ripoff stack pointer (cf: 20070421).
