Gary V. Vaughan 6370af6d4a Revert "bootstrap: delete unneeded README-release patch" ... This reverts commit 11cd425e7d. These instructions are hard to find for new maintainers, so it's good to keep them to hand with the release notes. And the additional distchecks are important prior to a release.
