syntax-check: fix violations and implement sc_trailing_blank-non-rfc3676.
* cfg.mk (local-checks-to-fix): Move sc_trailing_blank from here... (local-checks-to-skip): ...to here, because otherwise it flags valid RFC3676 signature blocks.
