Subject: [PATCH] bootstrap: ensure there is a ChangeLog before running
 automake.

Automake refuses to run in GNU-mode unless there is a ChangeLog file
in the top-level directory.
* bootstrap.conf (libtool_force_changelog): Create a dummy ChangeLog.
