MuQun Yang cfc77c0d78 [svn-r10202] Purpose:
Hard code IBM platform so that the irregular collective IO won't call
MPI derived data type.

Description:
IBM MPI-IO has a bug for MPI derived data type.

Solution:

Platforms tested:
copper(AIX,mpcc_r) and heping(Linux, mpich)
