Add hdf5build.bat: build hdf5 from command line, which has four opitions: hdf5build build c library and tools only hdf5build enablecpp build c/c++ libraries and tools hdf5build enablefortran build c/fortran libraries and tools hdf5build enableall build c/c++/fortran libraries and tools 2. Add hdf5bt.bat: this batch file calls hdf5build.bat and hdf5check.bat to build and test hdf5 from command line.
