Description: Renamed test/dt_atomic.c to test/dt_arith.c(an abbreviation
of "arithmetic data types") to better describe the program. This checkin
broke down into three sections when the floating-point numbers are the
source, normalized, denormalized, and special values. If there's any
difference of destination values, only normalized value test reports
failure. The other 2 report only as warning.

Added new function, getenv_all (only for parallel builds)
Solution:
getenv_all is a collective version of getenv. It is used to the return the value of
an environment variable in another task and can be used to synchronize all of the
environment variables used by all of the tasks. This helps to fix problems that commonly crop up
(like with HDF5_PARAPREFIX) when an environment variable does not propogate to other tasks.
This commit only includes the function. Future commits will replace the various getenv calls with getenv_all calls.

CleanUp arguments of TestParseCmdLine.

Bug fix
Description:
This fixes a bug in the low-level metadata caching code in the library
which could possibly lose metadata during file I/O when a lot of objects are
inserted into a group.
This also fixes a couple of (similar) fencepost bugs in the B-tree
deletion code.
Solution:
For the metadata bug - call the low-level driver's 'write' routine instead
of H5FD_write.
For the B-tree bug - include the correct number of keys.

Migrate from configure macros of XYZ_ABC to H5_XYZ_ABC
Description:
configure generates many macros definitions on the fly and
were stored in src/H5config.h which is included by H5public.h.
But other software that uses hdf5 may also run their own configure.
There can be a clash in macro name space. We decided awhile ago
to prepend all generated macros with "H5_" to avoid conflicts.
The process has started and this commit completes it (at least attempt
to).
Solution:
Many macros symbols (e.g. SIZEOF_xxx and HAVE_xxx were changed to
H5_SIZEOF_xxx and H5_HAVE_xxx). Then H5private.h no longer includes
H5config.h. This cuts H5config.h away from HDF5 source code.
Pending issues:
The module of fortran and pablo are to be resolved in a different
commit.

The "FILENAME" declared extern in h5test.h is not always used.
It was used in h5_cleanup to remove temporary files created
during tests. Not all tests codes have used this routine.
Indeed, quite a few of test programs do "#define FILENAME ".
Also, h5_cleanup needs to work in tandem with h5_fixname.
h5_fixname accepts an explicite base_name argument instead
of using the global variable FILENAME. That is cleaner.
Solution:
Added char *base_name[] as a new argument to h5_cleanup, in
the same style as h5_fixname. Removed "extern char *FILENAME..."
from use. Also, undo some unnecessary declaration of "char *FILENAME"
from some tests which don't use it at all (yet).

Added a `-S' or `--simple' switch which causes the output to be
simplified somewhat for easier parsing by other scripts. For instance,
characters are escaped using a very simple mechanism instead of C's
more complicated backslash notation, data doesn't have `{}' or `[]'
characters interspersed for compound and array types, and data is
printed with exactly one element per line. This switch is now used by
an HDF5-to-HTML CGI script being developed for the DMF people.

The repeat threshold which controls how strings are printed when a
character repeats a bunch of times is now settable at runtime instead
of compile time. The default is to show all characters, like
"abceeeeeeeeeeeeeeeeeeeeeeeeeeeeeefgh"

characters is replaced by something shorter, like:

Added an `str_locale' property which describes how to escape special
characters in strings. The default is C-like escapes but an
alternative is ESCAPE_HTML which replaces all non-alphanumeric
characters with a 3-character HTML escape of the form `%XX'
Fixed a bug where empty strings didn't even have the quote characters
printed. Now empty strings show up as `""' instead of absolutely
nothing.
Added a `per_line' property which controls the maximum number of
elements which will appear per line of output. The default is infinity
but in practice the right margin causes line breaks. By setting the
`per_line' value to one and the right margin to a very large value one
can achieve output with exactly one element per line.

Most of these changes are because the `interface_initialize_g'
variable change from hbool_t to int. It's a one line change.
Changed the way the library is closed so we have more control
over the order the interfaces are shut down. Instead of
registering an atexit() function for every interface in some
haphazard order we just register one: H5_term_library() which
then calls the H5*_term_interface() functions in a
well-defined order.
If the library is closed and then reopened repeatedly by
calling H5close() and H5open() in a loop we only add one copy
of the library termination functions with atexit().
Termination is a two-step process in order to help detect
programming errors that would cause an infinite loop caused by
the termination of one interface waking up some other
previously terminated interface. The first step terminates
the interface and *marks it as unusable*. After all
interfaces are terminated then we mark them all as usable
again. The FUNC_ENTER() macro has been modified to return
failure or to dump core (depending on whether NDEBUG is
defined) if we try to call an interface while it's shutting
down.

Support library for test files. This isn't done yet but
Katie's contractions are ~10 minutes apart so I figured I
better back this stuff up just in case I'm not here next
week...
Eventually all test files will understand HDF5_DRIVER to name
the low level file driver and parameters so we can easily test
various drivers. They will also understand HDF5_PREFIX to
prepend to the beginning of file names which is necessary for
testing ROMIO with various drivers. Also, the cleanup function
will know how to use the file name prefix and will understand
different file driver naming schemes like file families. I'm
not sure they'll understand the `gsf:' type prefixes yet.
Note, the external test is completely commented out because
I'm in the middle of modifying it. It will still compile and
run but it doesn't test anything at the moment.
