Updated API tests CMake code to directly use and
install testhdf5, testphdf5, etc. instead of
creating duplicate binaries
Added new h5_using_native_vol() test function to
determine whether the VOL connector being used
is (or the VOL connector stack being used resolves
to) the native VOL connector

Allow H5Pset_evict_on_close to be called regardless of whether a parallel build of HDF5 is being used
Fail during file opens if H5Pset_evict_on_close has been set to true on the given File Access Property List and the size of the MPI communicator being used is greater than 1

Moved environment variable that disables MPI collective operations into
MPI-IO VFD (instead of it being in src/H5S.c).
A few other small code cleanups.

t_file.c: replace the old variable, color, with a more meaningfule name of
is_old.
t_mpi.c: use the official mpi_file_delete, instead of remove, to delete a file
in MPI environment.
Tested:
Only jam in parallel as changes are trivial.
Tested platform:
Kagiso only since it is only a comment block change. If it works in one
machine, it should work in all, I hope. Still need to check the parallel
build on copper.
