Description:
Correct input file that, via doxygen, creates the C++ reference
manual paragraph that pointed to a now-removed release_docs/ file.
Original file was release_docs/INSTALL_Windows_withcpp.txt;
current file is release_docs/INSTALL_Windows.txt.
Closes Bugzilla entry 719.

Code cleanup
Description:
Trim trailing whitespace, which is making 'diff'ing the two branches
difficult.
Solution:
Ran this script in each directory:

sed 's/[[:blank:]]*$//' $f > sed.out && mv sed.out $f
end
