Fix 2 lines in java error test expected output file where messages
include line numbers changed by reducing the copyright header by 2
lines.
Bring "brush clearing" changes (whitespace & style issues, mostly) from

Description:
Changed the name of a file from the last fix.
createnoenc.c is not gen_noencoder.c
Solution:
This is just a more standard name for the file.
