[svn-r10794] Purpose:

Bug fix

Description:
Fortran tests failed because UTF-8 character set flag wasn't initialized
properly.

Solution:
Elena showed me where the flags needs to be initialized.  Problem solved.

Platforms tested:
heping, copper, modi4
