[svn-r8163] Purpose:

Bug fix

Description:
    Add ifdef around most of this file, to protect it from the Intel 7.1 C
compiler which seems to have bugs in its -MG flag for creating dependency
information.

Platforms tested:
    Linux IA64 (titan)
    too obscure to require testing on other platforms
