[svn-r10839] Purpose:

improvement.

Description:
hdf5_mpi_complex_derived_datatype_works is hardset to no but
newer IRIX64 systems have it working.  Changed the code to
detect the compiler version and set hdf5_mpi_complex_derived_datatype_works
to no for older compilers only.

Platforms tested:
modi4 for the no effect.
