fortranlib_test_CFLAGS=$(AM_CFLAGS)

because they caused Fortran build rules (.f90.o, .F90.o) to be ignored, causing the CPP flags to be passed to the Fortran compiler, causing the xlf compiler to fail.

Tested: ostrich (xlf), h5committest
