[svn-r7746] Purpose:

Code cleanup

Description:
    Remove collective parallel I/O checking code, now that it's impossible to
get into this code with collective access enabled.

Platforms tested:
    FreeBSD 4.9 (sleipnir)
    too minor to require h5committest
