implement as __extern_always_inline function.

tests.
* debug/tst-chk1.c (do_prepare, do_test): Allow compilation as C++.
For now avoid some *printf tests in C++. Skip all testing
if __USE_FORTIFY_LEVEL is defined, but __extern_always_inline macro
is not.
