ARM: Remove configure check for binutils 2.21 for ARMv7

The default required version of binutils has been increased to 2.22
making this check redundant.

ChangeLog:

2015-01-02  Will Newton  <will.newton@linaro.org>

	* sysdeps/arm/armv7/configure: Removed.
	* sysdeps/arm/armv7/configure.ac: Likewise.
