riscv: Use sqrt{f} builtin

Checked with a build for riscv64-linux-gnu-rv64imac-lp64 (no
builtin support), riscv64-linux-gnu-rv64imafdc-lp64, and
riscv64-linux-gnu-rv64imafdc-lp64d.
