HPPA: Use <bits/fcntl-linux.h>
* sysdeps/unix/sysv/linux/hppa/bits/fcntl.h: Remove all definitions and declarations that are provided by <bits/fcntl-linux.h> and include <bits/fcntl-linux.h>. (__O_PATH): Define.
