Add NT_X86_XSAVE_LAYOUT and NT_ARM_POE from Linux 6.12 to elf.h

Linux 6.12 adds new ELF note types NT_X86_XSAVE_LAYOUT and NT_ARM_POE.
Add these to glibc's elf.h.

Tested for x86_64.
