Replace regex usage for MIME parsing (#17831) ...

MIME types can have multiple optional parameters, eg:
    video/webm; codecs="w/e codec"; charset="binary"
This commit replaces the usage of regex for getting the "type/subtype"
with mime.ParseMediaType.
