* tree.c (build_cplus_array_type_1): Use push_obstacks_nochange
	and friends rather than messing with current_obstack directly.
	(cp_build_qualified_type_real): Rework ARRAY_TYPE
	allocation to match practice throughout the rest of the
	compiler.
