* java/io/natFileDescriptorPosix.cc (open): Recognize EXCL flag.
	* java/io/FileDescriptor.java (EXCL): New static field.
	* java/io/File.java (tmpdir): New static field.
	(createTempFile): New method.
	(nextValue): New method.
	* java/lang/natSystem.cc (init_properties): Set java.io.tmpdir
	property.
