* c-parse.in (compstmt_primary_start): New, broken out of first
        part of compstmt handling in primary.
        (primary): Use it.  Add an error clause.
        (compstmt_nostart): Renamed from compstmt; remove all
        initial invocations of compstmt_start.
        (compstmt): New.
