	Throw FileNotFoundException instead of IOException.
	(open): ditto.
	* java/io/FileInputStream.java (FileInputStream): Doesn't throw
	IOException.
	* java/text/Collator.java (CANONICAL_DECOMPOSITION): Fixed typo
	in static field name.
