	(basic_istream::sentry::operator bool()): Make const.
	* include/std/std_ostream.h
	(basic_ostream::sentry::operator bool()): Likewise.
	* testsuite/27_io/istream_sentry.cc (test03): Add.
	* testsuite/27_io/ostream_sentry.cc: Add.
